Classified Human Resources
Overview
The SPUSD Personnel Commission and Classified HR Department are dedicated to the establishment and execution of fair and equitable employment practices in the effort to hire the most qualified classified support staff assisting in the education of Santa Paula Unified students. It is one of approximately one hundred (100) school districts in California to utilize the Merit System (comprising almost 70% of all classified school employees within the State) to ensure that this goal continues to be met in the administration of the classified personnel. Merit System school districts such as SPUSD, encompass the following basic principles and concepts:
- Hiring and promoting employees based on ability, with open competition in initial employment.
- Providing for equitable compensation.
- Retaining employees based on performance.
- Correcting inadequate performance and separating those whose inadequate performance cannot be corrected.
- Training employees as needed for high quality performance.
- Assuring fair treatment of all applicants and employees in all aspects of personnel administration without regard to political affiliation, race, color, national origin, gender or religious creed, and with proper regard for their privacy and constitutional rights as citizens.
- Protecting employees against political coercion.
In encompassing and incorporating the basic principles of merit, the Personnel Commission and Classified Human Resources Department are ultimately dedicated to enabling the strategic interconnectedness of all personnel practices. This enables the establishment of a cost efficient organization that promotes employee development and continuous learning, whereby the needs of the district, district employees, and surrounding community are not only all simultaneously met, but are met in the most modern and innovative manner possible.
